The Westlake-Troop 8 BSA Memorial Foundation Inc. (i.e. the Westlake Foundation) was founded in 1961 and since 1964 has been registered as a tax-exempt public 501(c)(3) charity.

Purpose

To operate a foundation exclusively for educational, recreational, and charitable purposes for the youth of the Washington, DC metropolitan area. From that purpose, the foundation is charged to:

  • perpetuate the memory and further the good works of William C. Westlake, long-time Scoutmaster of Troop 8, Boy Scouts of America (BSA), National Capital Area Council (NCAC).

  • sponsor, support and promote the Boys Scouts of America (BSA), and in particular BSA Troop 8 of the National Capital Area Council (NCAC).

  • promote, maintain and support recreational and camping areas.

  • promote, maintain and support meeting places.

  • do anything deemed by it to further the interest and general welfare of the youth of the Washington, DC Metropolitan area.

Organizations Supported

The Foundation principally supports BSA Troop 8 and Cub Scout Pack 8. This support includes donations to the organizations that provide them with physical space for meetings and storage of scouting supplies, the Woman’s Club of Chevy Chase and Our Lady of Lourdes Church in Bethesda. In addition, the Foundation owns the Camp at Five Forks and has a small grant program to support organizations that align with its mission and purpose.

How the Foundation Awards

The Foundation makes monetary awards to organizations each year, typically in January. Organizations interested in financial support from the Foundation’s small grant program are encouraged to submit an application by the October 31st submission deadline for consideration by the Board at its winter meeting. All grant applications must have a Westlake Foundation sponsor and organizations seeking to submit an unsolicited application must secure the sponsorship of a board member prior to submission. For organizations that align with the Foundation’s mission, a grant application in the $500 - $1500 range is typical, although a more substantial request is possible with sponsor support. Donations

As a registered tax-exempt public 501(c)(3) organization, the Foundation accepts donations from individuals who want to support its mission. You may make a donation by using the DONATE NOW button above or by mailing a check made out to “Westlake-Troop 8 BSA Memorial Foundation Inc.” to the Foundation’s President, Judy Beach-Uhlman, at 3905 Washington Street, Kensington, MD 20895. The Foundation will provide you with a confirmation of the amount of the donation for your tax records.

Board

The Westlake Foundation is run by a Board of individuals who have a strong prior connection with BSA Troop 8 and/or Cub Pack 8.  Board members serve three-year terms. The current members of the Board are:
